I'm not sure if the land changed hands to a new owner but I'm not surprised based on their past attitudes that they tried to do work without proper permits. <br /><br />That location is one of several critical corners on Smith Street and could have a real positive effect on the neighborhood if the project is design well. But given the track record I personally have little hope that they've hired a competent architect. In fact I wouldn't be surprised if they hired an engineer to design the project.
