Well, pardon me for asking, but isn't that a bit extreme? What if one needs to throw out a candy wrapper? Not being too familiar with the Administrative Code of the City Of New York, I investigated. It actually exists. Below is the first paragraph of 16-119
§ 16-119 Dumping prohibited.There are a few more paragraphs to this little law. If you should feel the urge to read more, click here
a. It shall be unlawful for any person,
his or her agent, employee or any person under his or her control to
suffer or permit any dirt, sand, gravel, clay, loam, stone, rocks,
rubble, building rubbish, sawdust, shavings or trade or household waste,
refuse, ashes, manure, garbage, rubbish or debris of any sort or any
other organic or inorganic material or thing or other offensive matter
being transported in a dump truck or other vehicle to be dumped,
deposited or otherwise disposed of in or upon any street, lot, park,
public place or other area whether publicly or privately owned.
b. Any person who violates the provisions of this section shall be
liable to arrest and upon conviction thereof shall be deemed guilty of a
misdemeanor and shall be punished by a fine of not less than one
thousand five hundred dollars nor more than ten thousand dollars or by
imprisonment not to exceed ninety days or by both such fine and
imprisonment.

Maybe they were having problem with next door using their cans instead of their own.
How about a few pics of the new (illegal) trend I see - of some apt. buildings chaining the cans on the Outside of the fencing on the sidewalk all week long. (for ex. Baltic between Smith/COurt and Butler between Smith/Hoyt).
Then there is a 6 unit (all 2-3 bedrooms) condo (above a restaurant) next to me - that has 2 cans (never covered) - often overflowing sitting in a doorway or on sidewalk - and absolutely no recycling.
Correct me, but according to the reprint of the code you so kindly provided,it states a person cannot dump disposables indescrimiately on the street or private property.
Altho I haven't read the rest of the code, the above leads to the conclusion that trash cans are to be used for said disposables.
Perhaps further in the code a distinction is drawn between when a person is mandated to use only their own private trash can and when they can use a public one? What happens when a person is not near home or a public trash can and wants to dispose of something?
What happened to working together to keep the streets clean?

Exactly. I would much rather that someone throws his trash in my garbage can instead of tossing it on the sidewalk in front of my house.
