Wheel Lock Up On Court Street

A single bicycle wheel was locked up with a rather substantial chain to a street sign on Court Street. Now, help me out here. Did someone:
a) lock up just the wheel of their bicycle?
or
b) someone just stole the frame and left the wheel?
