Oh, anyone can parallel park. But can you vertical park? That's what you will have to do if you want to 'legally' park on Smith between First and Carroll Street. Don't believe me? Well, just take a look at the sign. See? I suppose it works a bit like this:
Hmm, imagine how many extra parking lots we could create.
